What it means
Each koi carries the Dragon Gate story: a carp that swims up the falls and becomes a dragon for having made it. Two koi together are usually read as balance or partnership, a reading that arrives by way of yin and yang.
Yin and yang is Chinese and is not two fish, so the pairing is a modern idea built on an old one. It is a good design either way, and it helps to know which part is which.
